Your working guide to Arizona ESA vendor readiness.
The people to contact, what to prepare, and what to ask.
21f’s parent planning and administration subscription has not been established as an allowable ESA expense. ClassWallet registration and ESA purchase approval are separate steps. Ask ADE about the actual product before describing 21f as “ESA approved.”

help@classwallet.com877-969-5536Mon–Fri 8am–8pm; Sat 10am–4pm EST, as listed by ClassWallet.Describe the actual features, intended users, proposed price, subscription period, and student benefit. Include the public demo and a sample invoice. Clearly separate parent administration from any student instruction.
Ask whether 21f’s subscription is an allowable expense and under which category. Request separate answers for planning, onboarding, county filing help, and ESA recordkeeping. Keep the response and its conditions.
Use the ADE draftDescribe 21f as subscription software. Ask whether to apply as a service provider or ecommerce merchant, whether recurring billing is supported, and whether Arizona participation needs any additional review.

Legal name and DBA, entity type, business address, website, primary contact, support email, and phone.
Have a current W-9, applicable tax ID, and business ACH details ready if requested. Confirm accepted documents and the secure upload process with ClassWallet.
Feature list, demo, subscription term, per-student or family pricing, cancellation/refund terms, privacy policy, and a clear description of educational use.
Include business/contact details, invoice date and number, student name, itemized charges, service dates, and total. Ask ADE how these apply to a family software subscription.
Ask whether the selected category requires credentials. Tutoring or therapy requirements do not establish a credential requirement for software.
Save the eligibility response, approved product scope, onboarding requirements, fee schedule, and permitted wording for your website.
The sample invoice list follows ADE’s vendor invoice guidance. Keep tax IDs and bank details out of this public resource page.
Review the drafts and replace the bracketed details before sending them yourself.
Hello Arizona ESA team, I am developing 21f, a subscription website for Arizona parents providing education at home. It currently offers parent onboarding, learner profiles, learning schedules, guidance for the applicable education pathway, and ESA expense/document organization. The county homeschool filing guidance is a separate pathway from ESA enrollment. 21f does not currently provide student instruction or a course of study. Demo: https://21f.co/ Business/legal name: [add] Proposed price and subscription term: [add] Please route this inquiry to the team responsible for ESA purchase eligibility and provide written guidance: 1. Is this parent-facing subscription an allowable ESA expense? Which exact statutory category, if any, applies? Does the account-management-fee provision apply to this service? 2. How are planning, parent onboarding, county filing assistance, and ESA recordkeeping treated individually? 3. If we later offer separately priced student instruction, how must eligible and ineligible components be described and invoiced? 4. What records, subscription/service dates, student allocation, and annual-prepayment or renewal conditions would apply? 5. Would a determination apply to the product generally or only to an individual student's purchase? Is a separate purchase review needed? 6. Which current 2026–27 guidance and documentation requirements should we use, including any changes effective July 2026? I can provide a feature brief, demo walkthrough, proposed pricing, and sample invoice. We are not representing 21f as ESA approved while seeking this determination. Thank you, [Name, role, business contact information]
Hello ClassWallet team, I am developing 21f, an Arizona parent workflow website with planning, onboarding, education-pathway guidance, and ESA record organization. I am separately asking ADE whether the proposed subscription qualifies as an ESA expense. Demo: https://21f.co/ Business/legal name: [add] Website platform: custom web application Proposed price and subscription term: [add] Please advise on the correct Arizona ESA onboarding route: 1. Should subscription software use service-provider pre-registration or the ecommerce merchant inquiry? What additional Arizona review is required? 2. Which business, tax, banking, identity, or qualification documents are required, and where should they be securely uploaded? 3. Can a custom software site use order by email, or is an integration required? How are annual subscriptions, renewals, and student-level invoices handled? 4. What are the current vendor fees, payout timing, refund/dispute rules, and onboarding timeline? 5. What must be completed before parents can find and pay 21f, and what wording or logos may we use once onboarded? Please send the current onboarding checklist and applicable terms for review. This inquiry does not authorize registration or acceptance of terms. Thank you, [Name, role, business contact information]
Checked September 24, 2026. ADE’s current-handbook link led to the 2025–26 edition. Ask ADE which 2026–27 rules and documentation changes govern 21f before setting purchase requirements.
Still to confirm: product eligibility, registration category, required documents, vendor fees, renewal rules, and permitted approval language.
